Facility: The Rec Center Pool is a heated, 6 lane, 25 yard pool, containing non-turbulence lane dividers. Meet timing will be conducted using a Colorado timing system with results posting and scoring done using Hy-Tek Meet manager software. There is ample deck space and grassy area for spectators. Bring chairs and tents for shade. Ample parking and basic concessions are available. If you have any questions, please contact the meet manager. The competition course has been certified in accordance with 104.2.2C(4) . The copy of such certification is on file with USA Swimming & Georgia Swimming 

Concessions: Basic concessions will be provided.  A hospitality area will be provided for all officials and coaches. 

Format:  All events will be conducted as timed finals. 

Eligibility: This meet is open to all swimmers registered with USA Swimming, Inc. 

Rules: The 2009 USAS rules will govern the conduct of this meet. All Official’s must wear current year USAS Badges on deck and present current officials certification card at check-in. Coaches must present upon check-in, a current USAS card. Swimmers are responsible to swim in their assigned heats and lanes. 

Entry Fees: $4.00 will be charged for each individual event. $6.00 will be charged for each relay event. In addition, Georgia Swimming Inc. requires $2.00 surcharge for each out of state swimmer entered.  

Time Standard: There are no qualifying standards for this meet. 

Entry Forms: All entry forms must be filled out completely; including full names, age as of first day of meet, USAS registration number, and seeding time for each swimmer. "No time" entries are discouraged. 

Entry Limit:  A swimmer may enter up to three (3) individual events per day.

Late Entries: Late entries will be accepted on a lane available basis only at double fees. All late entries will be entered with a NT.  All late entry swimmers must have their USAS registration card verified by computer personnel. 

ENTRY DEADLINE: All entries must be received on or before 6:00 P.M., Friday Oct 2, 2009. Please waive signature requirement.

Make checks payable to: Camden County Boomers Swim Club.  Out-of-state teams should be prepared to submit proof of current USAS membership for each swimmer entered.  

All teams utilizing Hy-Tek Team Manager software are encouraged to submit entries on a disk. Hy-Tek entries may also be E-mailed to: boomers_swimming@yahoo.com. The order of events is available in Hy-tek format at www.boomerswimming.org.  E-mailed entries must be followed by entries via snail mail. 

Excessive Entries: In the event of excessive entries, the meet directors reserve the right to shorten the meet by eliminating the relays and/or restricting the number of heats in all events 400 yards or longer. Applicable entry fees will be refunded in the event either occurs. 

Seeding: With the exception of the 400 IM, 500, 1000 and 1650 Free, all events will be pre-seeded. For events not pre-seeded, a positive check-in is required 30 minutes prior to the start of the session.  These events will be swum fastest to slowest alternating girls and boys heats. 

Check-In: Coaches must check in at the clerk of course table no later than 30 minutes before each session in order to register late entries and deck seeded event swimmers. 

Scratch Rule: The Georgia Scratch Rule will be in effect for deck seeded events. Copy attached. 

Warm Up: The warm-up procedure, as developed by Ga. Swimming, Inc. and approved by USAS, will be strictly enforced. Warm-up times and lane assignments will be posted at the pool and each team will be required to furnish a USAS-Certified Coach to monitor their warm-ups.  Continuous warm-ups are permitted in the diving well as long as Swimmers are supervised in this area. 

      Friday, Oct 9: Warm-ups will start at 5:00 PM. Meet begins at

      6:00 PM. 

Saturday, Oct 10 and Sunday, Oct. 11: Warm-ups for the morning session will be at 8:00 AM. Meet begins at 9:00 AM.  The afternoon session will begin 1 hour after completion of the morning session, but no earlier than 2:00 PM. 

Scoring: 9-7-6-5-4-3-2-1 for individual events, double points for relays.  Swimmers in the 400 IM, 500, 1000 and 1650 Free will be scored according to the age group entered for the meet. 

Awards:  - Team trophies for 1^st- 4^th.

- High Point and 2^nd Runner-up Trophies for each age group.

- Medals will be awarded for 1^st - 3^rd. place; ribbons for 4^th 8^th place.

- Ribbons will be awarded to 1^st -  8^th finishers in all relays.

The host team welcomes and encourages the assistance of certified officials from visiting teams.

There will be an officials meeting 1 hr. prior to the start of each session. 

Liability: The Camden County Rec Center; the Camden County Boomers Swim Club; Georgia Swimming, Inc.; and USA Swimming, Inc. shall be held free from any liabilities or claims for damage arising by reason of injury to anyone during the conduct of this meet.

Coaches: All coaches must have current certifications. Coaches will be required to sign a form certifying to the fact that they are USAS members.  A mandatory coaches meeting will be held 20 minutes prior to Saturday warm-ups at 7:40 AM with the meet referee.

GEORGIA SWIMMING INC.

SCRATCH RULE

The Scratch Rule used in all meets in Georgia where the meet format has preliminary heats, consolation finals, and finals is the same "Scratch Rule" as that found in the current USA Swimming Rules and Regulations.  Certain LSC additions listed below apply to all timed final meets as well. 

            “D. Scratching from finals:

1. Any swimmer qualifying for a  C, B, or A (bonus and consolation final or) final race in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet.   A declared false start or deliberate delay of meet is not permitted and will be regarded as a failure to compete.
2. In the event of withdrawal or barring of a swimmer from competition the Referee shall fill the C, B, or A (bonus and consolation final or) final, when possible, with the next qualified swimmer(s). First and second alternates shall be announced along with the final qualifiers. These alternates shall not be penalized if unavailable to compete in the finals.
3. Where C and B (bonus and consolation) finals have not been swum and a barring or withdrawal is known to the Referee, the Referee shall re-seed the C, B, or A (bonus final, consolation final or) final, if necessary, to insert the alternate(s) in the appropriate lane(s), filling all lanes in the final.
4. If the C or B (bonus and consolation) final has already been contested, the companion final shall be swum without reseeding for the empty lane(s).

 

 

E. Exceptions for failure to compete – No penalty shall apply for failure to withdraw or compete in an individual event if:

1. The Referee is notified in the event of illness or injury and accepts the proof thereof.
2. A swimmer qualifying for a C, B or A (bonus or consolation final or) final race based upon the results of the preliminaries notifies the Referee within thirty (30) minutes after announcement of the qualifiers for that race that they may not intend to compete and further declares their final intentions within thirty (30) minutes following their last individual preliminary event.
3. It is determined by the Referee that failure to compete is caused by circumstances beyond the control of the swimmer.”

LSC ADDITIONS:

1.  Swimmers that qualify for any additional heats beyond the above mentioned “C, B and A” final races will  also be  subject to the above rules concerning scratching from finals.

2.  In deck seeded events, a swimmer who has checked in, been seeded and fails to compete in said event, shall be barred from his or her next individual event, except as noted in section E above. This rule also applies in timed finals meets where the meet management has placed limits on the number of heats to be contested or the number of individual entries to be accepted for deck-seeded events, unless otherwise stated in the Meet Information.

3. There is no scratch rule governing relays and there is no penalty regarding relay scratches.  

4. Qualifiers for all finals heats and first and second alternates are those as identified on the original results of the preliminary heat. 

5. The meet official designated to receive initial intentions not to compete and final intentions shall be announced at the beginning of each session. It is suggested that this official be the Clerk of Course. 

6. On the final day of LSC Championship competition, any swimmer who has checked in for finals and fails to show will be assessed a $50 fine. This fine must be paid before the next LSC Championship meet in which the swimmer intends to compete or the swimmer will be barred from competition.

7. “Positive check-in” , (for deck seeding),  designating a swimmer’s intent to swim a race, shall be denoted by the swimmer’s or coach’s initials next to the swimmer’s name on the official entry sheet posted at the Clerk of Course.
